Under the Overseas Investment Act 2005, most non‑resident, non‑citizen buyers are considered “overseas persons” and must obtain consent from the Overseas Investment Office (OIO) before purchasing residential land in New Zealand.
Who Can Buy Without OIO Consent

New High‑Value Property Pathway (Active Investor Plus / “Golden Visa”)
Recent Government changes have introduced a limited exemption for wealthy international investors:
Holders of the Active Investor Plus (Golden Visa) may purchase one residential property valued at NZ$5 million or more.
The property may be used as a home or holiday residence.
There is no requirement to spend six months per year living in New Zealand.
Importantly:
Less than 1% of New Zealand homes meet the $5 million threshold.
In the Lakes District, availability is highly selective.
Sensitive land, including many lakefront and rural properties around Wānaka, remains restricted.
This approach is designed to attract global capital while protecting local housing affordability and iconic landscapes.
For eligible overseas investors, opportunities exist primarily at the top end of the market. Each property must be carefully assessed against OIO rules, land classification, and visa status before proceeding. That’s where expert local guidance matters.
